"Resolution of the T&T/Barbados Maritime Boundary Dispute through the Principles and Procedures Established by the New 1982 Law of the Sea Convention"
A Lecture by Stephen Kangal to the Geological Society of T&T (GSTT) on Wednesday 29 September at 6.00 p.m.
at Kampo Restaurant, Chaguanas
Synopsis of the Over-Head Projection Presentation
The Lecture Demonstration will identify the inter-related component elements of the dispute. These are:
1. The Fishing Dispute
2. The Maritime Dispute
3. The Dispute on the TT/Venezuela Treaty
4. The Trade Sanctions Dispute
Some preliminary brief details of these issues will be provided using an overhead projector and transparencies
for ease of understanding and communication.
In order to appreciate the extended maritime jurisdiction over which both states are now exercising their overlapping
coastal state competence ( the source of the dispute) it is necessary to trace briefly the progressive increasing
extensions of maritime zones as claimed by T&T from 1942 ( 3 miles) to 1990 (350 Miles). These zones may now
meet and overlap with those maritime claims of both Guyana and Barbados as provided for within their respective
legislation. Primary sources of visuals and charts will be used to demonstrate each particular claim for graphic
communication and avoidance of boredom.
Some emphasis will be given to explaining the 1990 boundary agreed between T&T and Venezuela from a hydrocarbon/continental
shelf perspective including the geological criteria concerned that are of natural concern to geologists.
The presentation will conclude with an analysis of the issues involved in the actual delimitation litigation that
is now before the Special Tribunal that met recently in London. I will use maps and charts at all times to emphasise
the informality of the Lecture/ Demonstration and the relative legal merits/demerits and admissibility of the respective
arguments as reported in the Press since primary documentation on the actual litigation is not available.
I will be most pleased to encourage cross-examination/scrutiny/interrogation from your knowledgeable forum of geologists
who play seminal roles in maritime boundary delimitation matters especially if I as a layman step out of line in
the geological domain.
STEPHEN KANGAL
Mr. Kangal retired (2000) from his post of Deputy High Commissioner of T&T to Canada
He undertook diplomatic assignments at the London High Commission (1981-1988) and the T&T High Commission in
Ottawa from 1996-2000.
He served in the Foreign Service for 22 years, 20 of which involved serving as The Law of Sea Officer, TT/Venezuela
Relations Officer, Fishing and Maritime Matters (7 years at the IMO in London). He served as a public servant for
38 years.
Mr. Kangal also served as Secretary/Law of the Sea Adviser/Member of the T&T Negotiating Team that concluded
the 1990 Treaty with Venezuela
He represented The Gov't of T&T in Law of the Sea Conferences in New York and Kingston Jamaica.
He has published extensively on the TT/Venezuela Treaty. His writings can be accessed on:
